A yojana is a plan or arrangement involving many people which is made by a government or other organization. The Union government supports several developmental initiatives at the state level. These yojanas are aimed at supplementing the efforts made by state governments since the central government has more resources at its disposal. 

These yojanas are aimed at supplementing efforts undertaken by the state government because the central government has more resources at its disposal. These yojanas can either be national or regional in character.
 
Central sector yojanas are implemented by the central government and the budget or financing needed for the yojana is entirely sourced by the central government. By comparison, the implementation of a centrally sponsored yojana is done by state governments. For example, the Mahatma Gandhi National Rural Employment Generation yojana is a centrally sponsored yojana, while the National Rural Health Mission is a central sector yojana
