Spokesperson Minister Shri Jitubhai Waghan said that the BJP government, which is in the interest of the farmers, has taken one more farmer friendly decision under the guidance of Chief Minister Shri Bhupendrabhai Patel. The Matbar Agricultural Relief Package of Rs. 31 crore has been announced today with regard to crop loss to farmers in 9 districts of the state under Phaser as a result of heavy rains in the state.
The spokesperson added that the state government had earlier announced a relief package in the first phase

More than five lakh farmers will be covered under this package and assistance will be paid as per SDRF norms.

Spokesperson Shri Waghan added that due to heavy rains in the last fortnight of September of Kharif season of the year 2021, due to flooding in the fields, Ahmedabad, Botad, Amreli, Bhavnagar, Junagadh, Bharuch, Chhotaudepur, Panchmahal and Nadodra were found. Details of crop loss in villages State through district administration
The state government has announced a total assistance package of Rs. 31 crore to help the farmers in estimating the crop loss by the district administration for compensation of crop loss in an area of approximately 2.5 lakh hectares as well as following the representations of farmers, farmers associations and community representatives. Mr. Waghan added that under this assistance package, the account holder farmer whose crop has suffered a loss of 5% or more.
Assistance to farmers with existing account at a maximum of two hectares at the rate of Rs.500 / - per hectare from SDRF budget
Provision has been made to pay. In case of assistance according to the standards of 5RF on the basis of land holdings
Even if the amount payable is less than Rs.2000 / -, in that case at least Rs.5000 / - will be paid per account. The difference amount will be paid from the state budget. That is, if the damaged area of an account holder is 0.5 hectare, then as per the norms of SDRF, Rs.500 / - per hectare, Rs.500 / - is recoverable from SDRF grant as per the resolution of revenue department. But in such case the account holder has to pay at least Rs.2000 / - and the difference amount of Rs.500 / - will be paid from the state budget.
Shri Waghan further said that for the purpose of getting the benefit of this package to the farmers immediately and without delay and for the complete process to be done online, the Krishi Rahat Package Portal will be opened on Digital Gujarat Medium from December 08, 2021 by the State Government. For this, Dat. Arrangements have been made for online application by the farmers at the nearest e-gram center along with the instrumental papers from December 08, 2021 to December 3, 2021.
Shri. 9-12, Aadhaar number, mobile number, bank account number, IFSC code and copy of bank passbook page showing the name, in case of joint account, signature of other account holders with the signature of other account holders regarding the benefit being given to only one of the joint account holders, etc. The application should be made online in the prescribed form addressed to the Taluka Development Officer along with the instrumental details. Farmers will not have to pay or incur any fee for applying which will be borne by the State Government.
Under this package, an assistance of Rs. 31 crore will be paid to 3.08 lakh farmer account holders in an estimated area of 2.5 lakh hectares. Out of which Rs.30 crore will be paid from SDRF and Rs.11 crore will be disbursed from the state budget.

Introduction:
The monsoon started on time in the kharif-2021 season in the state this year, followed by heavy rains in some talukas of the state during the month of September and there were reports of damage to crops due to flooding in the fields. According to which, based on the assessment report made by the district administration on crop damage at the district level, the government was considering to provide "agricultural relief package" from the state budget in addition to the SDRF.
Resolution
Considering the situation arising out of heavy rains in the state in the month of Kharif in the month of September in the year 2021-9, in the villages of Jamnagar, Rajkot, Junagadh, Porbandar and a total of 6 districts of the state. It is thus decided to provide a relief package.
Khedut Sahay 2021 Village list
(A) Payable Assistance and Assistance Standards:
1. The benefit of this relief package will be available only to the farmers of the affected villages declared by the concerned District Collector for crop damage.
2. Account holder farmers of districts and villages included in the form whose crops have suffered a loss of 5% and above will have to pay assistance at the rate of Rs. 15,000 / - per hectare up to a maximum of 3 hectares. Out of which Rs.500 / - per hectare as non-irrigated crop from the provision of SDRF as per non-irrigated crop as per SDRF norms
Also the difference amount has to be paid from the state budget up to a maximum of Rs.500 / - per hectare, in which case even if the amount payable as per SDRF norms is less than Rs.2000 / - depending on the land holder, in that case at least Rs. 5000 / - will have to be paid. The difference will have to be paid from the state budget. E.g. If the damaged area of any account holder is 0.5 hectare then as per SDRF norms Rs.500 / - per hectare Rs.500 / - as per resolution of revenue department: No. Receivable from SDRF grant. But in such a case the account holder has to pay at least Rs.2000 / - and the difference amount of Rs.1200 / - has to be paid from the state budget.
(B) Beneficiary's eligibility and application for assistance:
1. In order to avail the benefit of this agricultural relief package, farmers have to submit the specimen application form in village sample no. 8-12, copy of Aadhaar number, mobile number, bank account number, IFSC code and bank passbook page showing the name, in case of joint account, signature of other account holders regarding the benefit to be given to only one of the joint account holders, "No-objection consent letter" etc. The application form in the prescribed form addressed to the Taluka Development Officer along with the instrumental details will have to be applied online through VCE / VLE on Digital Gujarat Portal from October 8, 2021 to November 30, 2021. Farmers will not have to pay anything to apply.
2. The applicant must be an account holder as per Revenue Land records on the date of application. In order to integrate the land records on the digital Gujarat portal, the details of the land records have to be provided by the revenue department to the NIC.
3. Assistance under this package will be treated as one beneficiary per account under cultivation (Village Sample No. 4 / A) and if more than one farmer is included in this account, only one of these farmers will get assistance and he will get assistance from other farmers of the account. The consent form has to be submitted.
4. Under this package, even if the account holder farmer has more than one account, the assistance will be available only once.
5. Under this package, farmer account holders who have obtained Forest Charter in the districts notified under the Forest Rights Act (FRA) will also be eligible for the benefit.
6. Farmers cultivating in settlement villages in forest area will also be eligible for assistance. For that one has to take the sample / certificate of the competent officer.
7. In case of death of the account holder, a genealogy has to be submitted by the heirs. One of the heirs of the pedigree can apply for the assistance by submitting an affidavit of consent of the other heirs of the pedigree and other account holders of that account.
8. The benefit of this relief package will not be available to government, cooperative or institutional landholders.
9. Assistance will be available only once per Aadhaar number under this package. If the Aadhaar number is not obtained, the assistance will be available if the required evidence is submitted as per the provision prescribed in the Aadhaar Act.
10. Payment will have to be made through PFMS under this "Agricultural Relief Package" -Kharif 2021.
(C) Method of application and implementation:
1. Beneficiary farmer will have to apply on digital portal at village level through e-gram center through relevant VLE / VCE along with supporting evidence.
2. The primary VLE / VCE will be responsible for the correct data entry of the details as per the prescribed instrumental support evidence received from the farmer. And all data entry has to be done only after proper verification.
3. Then the concerned VLE / VCE has to take the print out of the application and get the signature of the beneficiary farmer at the prescribed place and also the concerned VLE / VCE has to sign. 4. VLE / VCE should send the application along with the prescribed supporting evidence to the concerned Gram Sevak on a daily basis.

5. The application received from VLE / VCE should be duly verified by the concerned Gram Sevak and the eligible application should be sent to the Taluka Development Officer on Digital Gujarat Portal. 6, District Agriculture by checking the details of the beneficiary received from the concerned Taluka Development Officer Gram Sevak
Will send the officer online.
7. All the applications have to be handled as records at the concerned taluka level.
(D) The following arrangements will have to be implemented at the state and district level for payment through PFMS portal.
(3.1) Procedure to be followed at the district level for the following payments:
1. The district admin of the district has to be created from the state admin account. The District Agriculture Officer will be the District Admin. District level data operators (makers) and approvers (checkers) will be appointed from the admin account of the district agriculture officer. The District Level Data Operator (Maker) will be the District Agriculture Officer and the Approver (Checker) will be the Accounting Officer, District Panchayat.
2. Based on the details of the beneficiary received through the concerned Taluka Development Officer, the District Agriculture Officer will prepare the data file of the said beneficiary on Digital Gujarat Portal and push the data file of all the talukas in PFMS portal for verification.
. Of these, the data rejected by PFMS will be returned to VCE / VLE's Log In. The data has to be uploaded by VCE / VLE on the revised digital Gujarat portal and the print / hard copy of the revised application has to be signed by the concerned applicant farmer and re-signed by VCE / VLE as per the amendment and re-submitted to the Gram Sevak. Further action from all levels will then have to be repeated according to the same working method.
