They will not confirm it because they are not allowed to do so. They are also not allowed to advertise IC Trading which means you have to find ICT by yourself. ICT targets a different user profile, especially Europeans looking for more than 1:30 leverage. Advertising such an option (or having any legal business relation between both companies) can be interpreted by authorities as "inadequate risk disclosure constituting mis-selling".
Officially and regulation wise ICM and ICT are two completely different companies. However, both have the same origin, used to use the same infrastructure (in between ICT even switched to its own infrastructue) and originate from the same management/ownership. You can also notice this from the web representations of their secure client areas, where everything except the logos is almost identical to the bit.
And yes, withdrawals from IC Trading work as smooth and as fast as from
IC Markets. In between they even offer deposits/withdrawals from/to crypto wallets, which works in seconds.
